Mosquito Abatement, Summer 2007
During the next several months, the CSD will be increasing
mosquito abatement activities due to warmer temperatures and increasing
mosquito populations.
Work will include inspection of known and suspected mosquito breeding
sites, such as irrigated lands, ditches, waterways, ponds, and wetlands.
Mosquitoes will be controlled using integrated pest management
techniques (IPM), including: application of approved-use pesticides to
breeding sites and areas of high adult mosquito populations;
mosquito-eating fish in ponds; and public education efforts.
Additionally, the CSD will be increasing surveillance in attempt to
detect mosquito-transmitted diseases, such as West Nile Virus and
Western Equine Encephalitis.
In most cases, spraying of approved pesticides will occur on
Thursdays during the late afternoon or early evening hours. While the
spraying activity does not present a health risk to residents, there
will be a noticeable odor. To minimize this problem, windows and doors
should remain closed while the activity is occurring near you area and
should remain closed for approximately 30 minutes after it is completed.
Residents are asked to assist in our abatement efforts by eliminating
mosquito-breeding sites on their property and by reporting abnormal
mosquito population to the CSD Maintenance Manager, Greg Hebard by
calling 209.768.5678 or 209.785.0100 or by emailing Greg at
ccsd@caltel.com.

Re: Unlicensed Drivers of Golf Carts
The District has received complaints that unlicensed minors have
been operating golf carts on District controlled streets.
Operation of a motorized golf cart on a public street by an
unlicensed and often inexperienced minor is not only unsafe, it is
illegal.
Roadways under control of the District are considered public streets
and are subject to all provisions of the California Vehicle Code,
including the requirement that motorized vehicle (includes golf carts)
operators have a valid Driver License.
Unlicensed golf cart operators (and in the case of unlicensed minors,
adults who are permitting unlicensed operation) are subject to being
cited by the Sheriff or Highway Patrol.
Additionally, persons who allow unlicensed minors to operate golf
carts may be held civilly liable for any injuries or damage that occurs
during such activity.
Please help us in insuring the maximum level of safety for our
residents and visitors. Do not allow unlicensed persons to operate your
golf cart on public streets, whether you are with them or not.

Re: Calaveras County Water District Maintenance Work
It has come to our attention that the Calaveras County Water
District ("CCWD") has contracted with Angles Plumbing to perform
maintenance work on sewer clean-outs. While these clean-outs may be
located on individual properties, they are within a dedicated utility
easement.
Saddle Creek CSD does not have any responsibility or control over
work being performed within the utility easement by authorized utility
companies, such as CCWD or their contractors.
Residents/Owners who have questions or concerns with regard to the
current maintenance and cleanup activities should direct their questions
to CCWD or Angles Plumbing.

Re: April 25, 2006 House Fire on Oak Creek Drive
As you are no doubt aware, there was a house fire on Oak Creek Drive
on Tuesday, April 25, 2006. The residence was not occupied at the time
of the fire and no injuries were reported by private persons or fire
officials. As of this time, Fire District Officials have not commented
on the cause of the fire.
CDF Fire Dispatch informs us that they received the 911 Call at 2:43
A.M. and that the first Copperopolis District fire unit reported
arriving on scene at 2:55 A.M. While emergency response times are never
as fast as those of us in need would like, considering the time of the
fire and the distance traveled, 12 minutes seems an excellent response
time by the Copperopolis Fire District.
When the main gates are unmanned and closed, fire and police units
have the ability to make entry by keying an activation code on their
public safety radio. Additionally, there is a backup system whereby they
may manually enter a special public safety code on the gate entry
keypad. In case of power failure, one entry and exit gate opens
automatically by means of a battery back-up system.
The first fire unit and additional equipment had no problem entering
through the Main Gate but at least one of the follow-up units had a
problem when it attempted to enter through the Construction Gate. The
District has since corrected this problem.
The District will continue working in cooperation with the Fire
District as well as other emergency responders, to insure that immediate
access is available at all times at all entry points.
We would like to commend and thank the resident who made the 911 Call
on the fire and we encourage all residents to respond similarly whenever
they become aware of an emergency situation.

Year In Review
Goodbye, Ruth!, Summer 2004
With her Saddle Creek home up for sale and design plans for a new
desert home in Arizona underway, Ruth Foy has resigned her position as
the District's first Clerk. Ruth was instrumental in helping to
organize the Boards' records and processes when the CSD was in its infancy. The entire Board of Directors wishes Ruth and her husband,
Dennis, all the best in the new lives in the hot, Arizona desert - but,
after all, its a dry heat! We'll miss you, Ruth!
Hello, Sue!, Summer
2004
The CSD extends a warm welcome to its new District Clerk, Sue
Russ. Prior to retirement, Sue was principal at Almond School in Los Altos.
She and her husband,
Gordon, have resided at Saddle Creek for the past
year and a half, living first in one of the Cottages at Mitchell Lake.
They moved into their home overlooking Saddle's 12th hole this past
February. Sue is active in the Saddle Creek Women's Golf Club, serving
on its Board of Directors for the past two years. Please join us in welcoming Sue to the CSD staff.
Copper Fire, August 6, 2004
The Copper fire which started on Friday, August 6th, burned over
3500 acres, forcing the evacuation of Pommel Way, just north of
Highway 4. Although told to prepare to evacuate, Saddle Creek residents
were thankful the fire was contained before having to do so.
The
fire burned long into the night, keeping engines, bulldozers and hand
crews busy, and causing more than a few residents some anxious moments.
However to the efforts of the California Department of Forestry (CDF),
Copper's Volunteer Fire Department, and members of our community, Saddle
Creek was spared any serious damage.
